TAWARAN SPLASH TIDAK JEJAS RUNDINGAN AIR SELANGOR-KEMENTERIAN
SHAH ALAM: Kerajaan Selangor dan kerajaan Pusat akan terus bekerjasama untuk melaksanakan hasrat Akta Industri Perkhidmatan Air 2006 (WSIA) untuk menyatukan empat syarikat konsesi di bawah satu entiti yang dikawal oleh kerajaan negeri.
Sehubungan itu, Selangor akan terus bekerjasama dengan Kementerian Tenaga, Hijau, Teknologi dan Air bagi mencari jalan penyelesaian demi kebaikan pengguna air di Selangor, Putrajaya dan Kuala Lumpur serta memastikan Kerajaan Selangor memainkan peranan berkesan dalam pengurusan sumber air dan utiliti di negeri ini.
Pengumuman Syarikat Pengeluar Air Sungai Selangor Sdn Bhd (Splash) yang menawarkan RM10.75 bilion untuk pengambilalihan itu tidak akan menjejaskan rundingan yang masih berjalan.
Kerajaan negeri berpendapat tawaran Splash itu kurang menepati matlamat dan aspirasi WSIA 2006. Bagaimanapun, tawaran itu mengesahkan bahawa pendekatan holistik boleh dilakukan untuk penstrukturan semula itu dengan harga yang ditawarkan.
Kerajaan negeri juga berpendapat tidak perlu ada situasi perantara atau migrasi sementara sebelum penstrukturan semula industri perkhidmatan air itu dicapai.
Ia juga membuktikan industri perkhidmatan air boleh dijalankan pada harga lebih lebih rendah sekali gus bercanggah dengan permintaan Syabas untuk manaikkan tarif air sebanyak 37 peratus.
Perjanjian penswastaan bekalan air kepada Syabas dan permintaannya untuk meningkatan kadar tarif air memberi peringatan kepada Selangor untuk mengkaji semula jadual harga.
“Kita perlu membetulkan kesilapan kerajaan Pusat yang membenarkan syarikat operator salah guna proses industri ini untuk mendapatkan keuntungan yang tinggi.
“Kami percaya ini adalah keputusan tidak betul dan tidak bijak dari nilai komersial serta membuka kepada pelbagai spekulasi negatif kerana perjanjian itu adalah jauh lebih tinggi dari perbincangan rasmi serta merugikan pengguna.
“Bagaimanapun Kerajaan Selangor komited untuk menyelesaikan masalah ini demi kepentingan semua pihak khususnya pengguna di Lembah Klang,” kata Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim.
Kerajaan Negeri juga yakin tawaran yang dibuat kepada empat syarikat konsesi itu memenuhi kehendak komersial, adil, munasabah dan menguntungkan.
Jika keuntungan lebih daripada tawaran yang diberikan, kerajaan negeri bimbang ia akan menjejaskan hak lima juta pengguna di Selangor, Kuala Lumpur dan Putrajaya untuk menerima perkhidmatan bekalan air yang bermutu dan pengurusan sumber air yang cekap serta efektif.

SPLASH OFFER WILL NOT DERAIL STATE-MINISTRY WATER NEGOTIATIONS
SHAH ALAM: The Selangor Government will continue to work with the Federal Government to implement the Water Services Industry Act 2006 (WSIA) to consolidate all water concession operators into a single entity under the control of the state government.
The State Government hopes to seek a resolution with the Ministry of Energy, Green Technology and Water that will benefit the consumers of Selangor, Putrajaya and Kuala Lumpur, as well as establish an effective role of government to manage water resources and utilities in Selangor.
The recent announcement by Syarikat Pengeluar Air Sungai Selangor Sdn Bhd (Splash) offering RM10.75 billion to take over the industry will not affect the ongoing discussions. While the state feels that the offer by Splash falls short of the intention of WSIA, the bid confirmed that the holistic approach to restructuring the water services industry in Selangor is feasible at the given offer price. Therefore, there is no need for an intermediary situation of temporary migration before a holistic water industry is achieved.
It also proves that the water services industry can be maintained at a much lower tariff than the increase of 37%. The privatisation arrangement of the water distributor Syabas and its corresponding intention of increasing tariffs serves as a reminder to the State that we must revisit the pricing schedule.
“It is our intention to correct the mistake by the Federal government of the day to allow water operators to abuse the industry by obtaining high rewards for ordinary risks being undertaken in the water services industry.
“We believe that this was a bad decision which lacked commercial intelligence and is open to negative speculation as the dealings went well beyond official arrangements and against the interest of consumers. But despite all this, we are committed to resolving the industry’s problems once and for all”, said Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim.
The State reiterates that its original offer to the four water concession companies gave fair and reasonable returns based on their commercial profitability. If a higher profit margin is given to these companies, the interests of more than five million water consumers in Selangor, Putrajaya and Kuala Lumpur in an efficient and effective management of water resources will be compromised.
