Krisis air di Lembah Klang: SPAN, Puncak Niaga, SYABAS harus dipersalah

KLANG, 12 JAN: Suruhanjaya Perkhidmatan Air Negara (SPAN) dipertikai kerana tidak bertindak dalam menyelesaikan krisis bekalan air yang dihadapi kira-kira 100,000 penduduk sekitar Lembah Klang yang dikatakan berpunca daripada kerosakan pam air.

Ahli Parlimen Klang, Charles Santiago berkata, SPAN sepatutnya bertanggungjawab mengawal selia syarikat konsesi air, seperti Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS) dan Puncak Niaga Holdings Bhd, bukan melepas tangan.

“SPAN mengadakan audit tahunan ke atas Puncak Niaga dan sudah tentu mereka  tahu mengenai masalah yang dihadapi itu.

“Persoalannya, adakah mereka menggesa Puncak Niaga untuk menaiktaraf atau mengganti dengan pam air baru atau meminta menyelenggara dengan baik setiap pam air,” katanya dalam sidang media baru-baru ini.

Sehubungan itu, Santiago turut mendesak SPAN untuk membentangkan laporan audit terkini mereka bagi memastikan insiden membebankan rakyat itu tidak berulang.

Menurut beliau, krisis bekalan air itu adalah tanggungjawab penuh SPAN, Puncak Niaga dan SYABAS, bukannya kerajaan negeri.

“SPAN adalah badan yang mengawal selia semua 34 loji rawatan air yang dikendalikan Puncak Niaga dan SYABAS supaya sentiasa dalam keadaan baik dan tidak bermasalah.

“Sekiranya SPAN bertangungjawab memastikan Puncak Niaga membaiki kerosakan pam air di Wangsa Maju, sudah tentu masalah ‘yang dicipta’ itu tidak akan berlaku,” katanya.

Gangguan bekalan air yang berlaku di beberapa kawasan sekitar Lembah Klang bermula sejak Disember lalu menyebabkan media kawalan BN mempolitikan isu itu dengan memburuk dan menyalahkan Kerajaan Negeri Selangor atau mungkin ia sengaja ‘disabotaj’ supaya rakyat bangkit membantah dan tidak menyokong Pakatan Rakyat pada pilihan raya umum nanti.-Roketkini.com

SANTIAGO: Said technical audit would show treatment plant poorly maintained

THE National Water Services Commission (SPAN) operates without prejudice according to Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui yesterday.

“As a matter of its operating procedures SPAN will set up its own investigations as to the causes for any major breakdown of treatment plant or other facilities under operation by its licensees,” replied Chin in an SMS to The Malay Mail.          

“This case is no exception. SPAN will carry out its duties herein,” he said.

Chin was commenting on SPAN being called out by an opposition lawmaker to make public its findings on the maintenance and technical audit of water treatment concessionaire Puncak Niaga Holdings Bhd.

Klang MP Charles Santiago, during a press conference said the audit would show that pumps in the Wangsa Maju treatment plant were poorly maintained which resulted in one of them failing, leaving thousands of families in the area without water.

Calls to SPAN revealed that chief executive officer Datuk Teo Yen Hua was outstation and unavailable for comment but is expected to return today.

PUTRAJAYA (Jan 10, 2013): Residents in Selangor who have been left high and dry by the current water shortage can look forward to water running from their taps by Monday, the National Water Services Commission (SPAN) said today.

SPAN CEO Datuk Teo Yen Hua hoped that the water crisis can be resolved as soon as work to install bypass pipes – which will allow water to flow by gravity from two suction tanks in Wangsa Maju – is completed by then.

“We expect work to be completed by Monday, and the situation will be back to normal except for high areas where airlocks may happen,” he told a press conference today.

The bypass pipes will supply water to two suction tanks directly without having to go through the Wangsa Maju pump house.

A fault with the Wangsa Maju pump house has been the cause of the water shortage, which began on Dec 29, and affected mainly Gombak, Ampang, Pandan and Cheras areas.

Meanwhile, Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui said the Selangor government may take over Syarikat Bekalan Air Selangor (Syabas) if it chooses to, and the federal government will not interfere.

“The Selangor government may take over Syabas … if it is capable. We (the federal government) will not block it or protest,” he said after delivering his New Year address to ministry staff.

Chin was replying to Mentri Besar Tan Sri Khalid Ibrahim, who on Wednesday reiterated his administration’s intention to buy over the water concessionaire.

Meanwhile, Ampang MP Zuraida Kamaruddin said the bypass pipes are a temporary and partial solution to the water service disruption problem.

“I was told that the bypass pipes will only be effective for a year. Even so, it will not be able to provide enough water to meet demand,” she told reporters after a meeting with Syabas on the water shortage issue.

சிலாங்கூர், கோலாலும்பூர் மற்றும் புத்ரா ஜெயா ஆகிய இடங்களில் தண்ணீர் நெருக்கடி ஏற்பட்டிருப்பதாகக் கூறும் சபாஷ், அதன் விவரங்களையும் தகவல்களையும் ஆகஸ்ட் 7 – ம் தேதிக்குள் வழங்க கால அவகாசம் வழங்கப்பட்டுள்ளது.

அக்கால அவகாசத்திற்குள் கோரப்பட்டிருக்கும்  தகவல்களையும் விவரங்களையும் சபாஷ் வழங்க தவறினால், தண்ணீர் நெருக்கடி எனும் பிரச்சனை ஜோடிக்க பட்ட ஒன்றே என தண்ணீர் தனியார்மயத் திட்டத்தை எதிர்க்கும் கூட்டணியின் ஒருங்கிணைப்பாளரான சார்ல்ஸ் சந்தியாகோ கூறினார்.

ஏழு கேள்விகளை முன்வைத்து சபாஷிடம் வழங்கப்பட்ட மகஜரில்  2012 ஜனவரியிலிருந்து 2012 ஜூலை 15வரை அணைக்கட்டுகளிலிருந்தும் ஆறுகளிலிருந்தும்  சுத்திகரிப்பு ஆலைகளுக்கு அனுப்பப்பட்ட சுத்திகரிக்கப்படாத நீரின் மொத்த அளவை தெரிவிக்கும்படியும், அதே காலக்கட்டத்தில் அந்தந்த சுத்திகரிப்பு ஆலைகளுக்கு அனுப்பபட்ட சுத்திகரிக்கப் பட்ட நீரின் மீட்டர் அளவு, அதே காலக்கட்டத்தில் பயனீட்டாளர்களுக்கு விநியோகம் செய்யப்பட்ட நீரின் மீட்டர் அளவு என்ன ,  சான்றளிக்கப்பட்ட பதிவு புத்தகங்கள், அளவுதிருத்தம் மீட்டர் ; 2012 ஜனவரியிலிருந்து 2012 ஜூலை 15வரையிலான  மின்சார கட்டண பட்டியல், இரசாயன பயன்பாடு, புன்சாக் நியாகாவிடம் விற்கப்பட்ட நீர்களுக்கான கட்டண பில்கள் ஆகிய தகவல்களையும் வழங்கும் படிக் கேட்டுக் கொள்ளப் பட்டுள்ளது.

அது வழங்கும் தகவல்களை வைத்து சபாஷ் கூறுவதுபோல் தண்ணீருக்குத் தட்டுப்பாடு வருமா என்பதை என்ஜிஓ-கள் உட்பட வல்லுனர்களின் வலி உறுதிப்படுத்தப் படும் என  கிள்ளான் நாடாளுமன்ற உறுப்பினருமான அவர் கூறினார்.

இப்பிரச்சனையை கையாளும் அமைச்சரவை செயற்குழு வழிநடத்தும்   துணைப் பிரதமர்  முஹிடின் யாசின் சபாஷ் இத்தகவல்களை வழங்க உத்தரவிட வேண்டும் எனவும் கேட்டுக் கொண்டார்.  இத்தகவல்கள் மிக முக்கியம் என கூறிய சார்ல்ஸ், இந்த தகவல்கள் மூலம் தான் உண்மையான நிலவரத்தை தெரிந்துக் கொள்ள முடியும் எனவும் மக்களின் பிரச்சனையை எளிதில் தீர்வு காண முடியும் எனவும் தெளிவுப் படுத்தினார்.

‘Cabinet committee on water redundant’

DAP’s Santiago says the newly formed committee has little to offer by way of new ideas and solutions.

PETALING JAYA: Coalition Against Water Privatisation (CAWP) coordinator Charles Santiago brushed off the new cabinet committee on water as it had nothing new to offer.

“The cabinet committee on water has nothing new to offer. What are they going to do which they have not already done?” asked Santiago.

“They have been around the past three years. What new decisions can they make?” said the DAP Klang MP, of the two committees on water that has been reporting to the cabinet since 2009.

Green Technology, Energy and Water Minister, Peter Chin Fah Kui, yesterday said that a special cabinet committee has been formed to discuss the expected water crisis in Selangor.

The committee is to be headed by Deputy Prime Minister Muhyiddin Yassin, and made up of Agriculture and Agro-based Industry Minister Noh Omar, Minister in PM’s Department and Pemandu chief Idris Jala, Federal Territories Minister Raja Nong Chik Zainal Abidin and Chin.

In a related development, Santiago wants several vital information on water services from the federal and Selangor governments and Syarikat Bekalan Air Selangor, Syabas.

“Syabas, the water distributor in Selangor, has a monopoly on all these information and therein lay the problem,” said Santiago.

The information sought are the quantity of raw water from dams and pumping stations into the treatment plants, from Jan 1 to July 15 this year, meter readings of the outflow of treated water into treatment plants, meter readings of treated water into contributor distribution system by Syabas.

CAWP also wants to see records of certified log books and calibrated meters, electricity bills, Puncak Niaga’s payment to Syabas for water sold and the chemical usage from Jan 1 to July 15.

Santiago said that the parties have 12 days to provide the information.

A failure to provide the requested information would result in CAWP taking legal action, said Santiago, addding that petitioning the king over the issue would be the last resort.

“If Syabas does not provide the information, they are deliberately creating a crisis. I dare them to make the information public.

The information would then be scrutinised by an independent panel of experts from the International Water Association, national water company of Netherlands and local experts.

Santiago doubted the accuracy of the information currently available from Syabas.

He also questioned if the current push for the Langat 2 Dam was meant to generate more revenue for Syabas.

“Are the companies manufacturing a crisis for projects? Did the federal government promise operations and management of Langat 2 to Syabas?”asked Santiago.

அண்மையில் சிலாங்கூர் உட்பட சில இடங்களின் தண்ணீர் நெருக்கடி  ஏற்பட்டதற்கான காரணம்  நீர் சுத்திகரிப்பு ஆலையத்திலிருந்து சிகிச்சை தண்ணீர் உற்பத்தி திறன் நெருக்கத்தில் உள்ளதாலும் தண்ணீர் தேவைகளை பூர்த்தி செய்ய இயலவில்லை எனவும் சபாஷ்  தலைமை நிர்வாக அதிகாரி (CEO) டத்தோ ருஸ்லான் ஹசான் கூறியிருந்தார். மேலும் லங்காட் 2 நீர் சுத்திகரிப்பு ஆலை தேவை என நெருக்கடி கொடுக்கும் வேளையில், இது தேவையற்றது என்றும் இதனால், தண்ணீர் சேவை கட்டணம் மேலும் அதிகரிக்கக் கூடும் எனவும் எச்சரித்தார் சார்ல்ஸ்.

சிலாங்கூரில் போதுமான நீர் இருப்பு உள்ளதாலும்  உட்பிரிவு 32, சலுகை ஒப்பந்தத்தின் கீழ், சபாஷ் மக்கள் தேவையை ஆக்ககரமாக  பூர்த்தி செய்ய தவறிவிட்டதாலும், மக்கள் நலனில் ஆர்வம் கொண்டுள்ள  சிலாங்கூர் அரசாங்கமே அதன் நடவடிக்கையை எடுத்துக் கொள்வது மிக சிறந்த முடிவு.

நீர் நமது அன்றாட அத்திவாசிய தேவையில் ஒன்று என கூறிகையில்,  சிலாங்கூர் அரசாங்கம் சபாஷின் நடவடிக்கைகளை எடுத்துக் கொள்வதின் வலி, பொது மக்களுக்கு இலவச நீர் சேவை, குறைந்த கட்டண நீர் சேவை, தரமான மற்றும் போதுமான தண்ணீர் சேவை போன்ற வகை சேவைகளை மிக சிறப்பான முறையில் வழங்க முடியும் எனவும் நீரை மிக ஆக்ககரமான முறையில் கையாள முடியும் எனவும் நம்பிக்கை தெரித்தார்.

ஆக, மக்களுக்கு மேலும் பிரச்சனையை கொடுக்காமல், இலகுவான முறையிலும் திறமையான முறையிலும் ஆக்ககரமாக செயல்பட சிலாங்கூர் அரசாங்கத்தின்  விருப்பத்திற்கு இணக்கம் காட்டும் படி மத்திய அரசாங்கத்தையையும் தேசிய நீர் சேவைகள் ஆணைக்குழு (ஸ்பான்) -யையும் கேட்டுக் கொண்டார் சார்ல்ஸ்.
