KLANG – Like the soaring crime rate in Malaysia, public anger against the police is also on the rise, said Klang MP Charles Santiago.

He suggested that the government resolves crime from a development perspective rather than the – tried and failed – law and security approach.

This, he added, would involve creating jobs, offering skills training and providing loans and small contracts to vulnerable youths, especially the Indian youths.

Santiago said essentially, the government at the Federal, state and local levels have to create an enabling environment with a view of creating opportunities for the poor and lower middle classes to be socially and economically mobile.

“The present ‘trigger- happy’ approach is not going to solve the crime problem that confronts us,” he said in a statement here Friday.

‘Random shooting is a fact’

He cited the incident in Taman Klang Utama, where police shot dead five suspected robbers in a shootout after a high speed car chase at 12.30am on Sunday.

Overcome by grief over the death of her brother, who was one of those shot and killed in the incident, a 31-year-old housewife and two of her children are now fighting for their lives after consuming paraquat, a weed killer.

Santiago said besides the woman’s 24-yeaer-old brother, a 17-year-old boy was also killed.

He said while those shot were robbery suspects, the action of the police had amounted to being ‘trigger-happy.’

He said Home Minister Hishammuddin Hussein might not agree with accusations that the police have been indulging in random shooting “but this is a fact.”

“The police force has come under fire one too many times for abusing its power.

39 killed in shootouts last year

“Media reports state that at least 39 people were killed by police in shootouts for the whole of last year.”

Santiago refuted recent remarks by Hishammuddin in Parliament that put the blame for the country’s high crime rate on the ‘bad-mouthing and demonisation’ of the police force.

The minister also said that institutions like the police force are made to be seen as ‘irresponsible and bad’ while they were only trying to do their jobs.

Santiago said: “The Home Minister never fails to puzzle us through his statements.

“Hishammuddin leaves us wondering if he is duty-bound to protect the image of the police force.

Tilted towards rampant abuse

“Or, is the man, touted as a future Prime Minister, only capable of non-ideological analysis?” Santiago asked, adding that  Malaysia does not have the luxury of time to indulge in such “musings” as the country’s balance is tilted towards rampant abuse of police powers and a growing sense of insecurity among the public.

The Klang MP, on the other hand, put the blame for the high crime rate squarely on the police.

He added that the delays in the various trials and judging process were also factors for the escalation.

He said the police must work independently and efficiently to cut down the crime rate, adding that as an infant step, it should first focus its efforts on wiping out graft.

“Wearing badges which scream an end to corruption would not work without instilling discipline among its members,” said Santiago. – Malaysian Mirror

万挠区州议员颜贝倪（右图）呼吁国阵中央政府以人民利益为重，勿阻扰雪州政府收购且重整雪州水务公司架构，进而导致雪州人民必须承受更高的水费。

“中央政府在处理雪州水务课题上，必须以人民利益为依归，并搁置朋党利益及政党恶斗的局面。”

另一方面，巴生国会议员查尔斯圣地亚哥批评副首相纳吉所公布的援助印裔族群方案，若没有具体的落实方案和时间表，终将“只是美丽的辞藻”。

“副首相纳吉宣布将通过多种途径协助印裔社群。政府看起来非常慷慨，可是仔细研究，他的旦旦信誓只是美丽的辞藻。”

批国阵未舒民困反倒行逆施

颜贝倪今日发表文告表示，在全球经济风暴下，国阵政府应该仿效其他国家政府做法，积极疏解人民的经济困境，而非倒行逆施。

“在现今全球经济不景气的大环境下，雪州子民的生活已经苦不堪言。当全世界的国家都在绞尽脑汁，千方百计设想各种措施来疏解民困，马来西亚的中央政府却冥顽不灵，一再破坏雪州政府收购且重整雪州水务公司架构。”

中央政府直接与水公司谈判

中央政府原本在去年1月16日决定，同意让雪州政府接管4家雪州水供公司的经营和管理工作，以重组水供计划，让雪隆居民受益。

不过，能讯部的国家水务委员会却在2月19日表示，由于雪州政府未能在限期前，完成接管水供公司的工作，中央政府将会越过州政府，直接与水务公司谈判。

雪州目前共有4家水供公司，即雪州水务公司（SPLASH）、雪州水务集团（ABASS）、及雪州水供公司（SYABAS）和商业高峰（PUNCAK NIAGA）。

介入谈判只为保护朋党利益

颜贝倪指控，中央政府突然宣布介入，无疑是为了保护朋党利益，无视雪州子民的困苦生活。

“如果中央政府是为了减轻人民负担而介入谈判，我并不反对。但是，过去的记录和目前的迹象却强烈显示出中央没有这个意愿。以前至今，私营化计划在大马都是失败的。不论是大道或水供合约都只利惠有关特许经营公司，政府和人民都是大输家。”

收购失败不能再提供免费水

她呼吁中央政府马上重新检讨这项有违民意的决定。

颜贝倪也提醒说，“现在，中央政府出手那么‘狠’，她相信到时候掌控权就会旁落到中央政府手上，州政府也就可能无力再继续提供免费水计划。”

质疑为补选而讨好印裔社群

另一边厢，查尔斯（左图）在今天文告强调，若纳吉无法给援助印裔族群方案提出详情，则显示国阵政府并没有经过周详的思考，而是赶在4月7日的补选前，快速宣布讨好印裔社群的计划。

“事实是，印裔候选人将出战武吉士南卯议席，使纳吉和国阵的企图更为可疑。”

纳吉早前宣布淡米尔学校将获得5千万令吉维修和重建经费，而且教育部也将成立一个小组，重新评估把淡小从半津贴学校转变成全津贴学校

此外，政府也拨出2千万令吉来培训印裔青年，而学业成绩优越的印裔学生将获得公共服务局的奖学金；微型贷款计划的拨款也会增加；最后，印裔在公共服务部门的比率将从4.1巴仙提升至7.1巴仙。

宛如“间谍惊栗小说的简述”

查尔斯甚至形容纳吉的援助印裔族群方案，宛如“间谍惊栗小说的简述”。

“列出纳吉的这些雄心勃勃大计，我们好像读了一本间谍惊栗小说的简述。因为这位候任首相并没有清楚说明，这些计划将如何有效的实行，以惠及印裔少数群体。”

促纳吉提出具体落实时间表

查尔斯圣地亚哥促请纳吉为他提出的计划设定一个确定的完成日期，“这些计划必须有可衡量的目标，当计划开始实行，必须在固定时间通知公众，人民也有权知道该计划的开销和帐目”。

“简言之，我们需要更多详情，整个过程必须透明和负责。否则政府将无法获得印裔社群的信任，这个社群听过太多沦为空谈的承诺。”

纳吉表示，去年11月宣布的经济刺激配套，将播出5千万令吉维修和重建破旧的淡米尔学校。收益学校的名单已经出炉和工程即将展开。

教育部将成立一个小组，重新评估把淡小从半津贴学校转变成全津贴学校。

政府也拨款2千万令吉训练印裔青年，使他们可以学得一技之长和找到工作。

学业成绩优越的印裔学生将获得公共服务局的奖学金；微型贷款计划的拨款也会增加；最后，印裔在公共服务部门的比率将从4.1巴仙提升至7.1巴仙。

列出纳吉的这些雄心勃勃大计，我们好像读了一本间谍惊栗小说的简述。因为这位侯任首相并没有清楚说明，这些计划将如何有效的实行，以惠及印裔少数群体。

纳吉说他将严正看待警方针对印裔青年的指责，也仅只是空头承诺。至今我们没有看到任何人对古甘之死负责，没有一个警官因此被惩罚。

我促请纳吉为他提出的计划设定一个确定的完成日期。这些计划必须有可衡量的目标，当计划开始实行，必须在固定时间通知公众，人民也有权知道该计划的开销和帐目。

简言之，我们需要更多详情，整个过程必须透明和负责。否则政府将无法获得印裔社群的信任，这个社群听过太多沦为空谈的承诺。

无法提供详情，显示政府并没有经过周详的思考，而是赶在4月7日的补选前快速宣布讨好印裔社群的计划。

事实是，印裔候选人将出战武吉士南卯议席，使纳吉和国阵的企图更为可疑。

印裔在上届大选给了首相阿都拉和国阵一个强烈的讯号。国阵在大选中兵败五州和失去国会三份二多数议席，阿都拉在党内压力下，被逼在下个月提早交棒给纳吉。

纳吉承继的是一个长期以来歧视印裔的政府。因此，纳吉和国阵必须非常清楚，统治精英不能再对印裔社群施以咒术，他们现在追求的是真正的答案和可持续的改变。

The Indian dilemma – details required

At first glance Deputy Prime Minister Najib Tun Razak’s announcement to assist the Indian community seems generous. But upon careful scrutiny, his concern blurs into mere rhetoric.

Let’s take a look at his list of things to do:

Najib says a RM 50 million allocation was set aside to repair and rebuild dilapidated Tamil schools under the economic stimulus package in November last year. The list of schools which will benefit from this allocation has been finalised and work will begin soon.

The Education Ministry will set-up a small unit to review the process of turning semi-aided Tamil schools into fully-aided ones.

The government has allocated 20 million ringgit to re-train and re-skill Indian youths so that they could be gainfully employed.

Indian students who excel in their studies will be given Public Service Department scholarships and the allocation under the micro credit scheme will be increased.

Lastly Indian participation in the civil service will be increased to 7.1% from 4.1%.

Having listed Najib’s aspirations neatly, we see that it reads like the synopsis for a spy thriller novel. This is simply because the Prime Minister in Waiting has failed to give concrete details as to how these projects will be effectively carried out to benefit the minority Indian community.

His promise to seriously look into allegations that the police were targeting Indians also rings false. We are yet to see any action taken against the police officers who were responsible for the physical injuries sustained by A. Kugan Ananthan during detention. He died on January 20th.

I urge Najib to set a clear deadline to carry out these measures. There must be specific targets, the public must be told when these measures will be implemented and there must be periodic accounting which is accessible to the people.

In short we need more details and the whole process has to be transparent and accountable. Or it will not be possible to gain the trust of the Indian community that has been taken for a ride, one too many times.

The lack of detailed information from the government  simply mean that these measures were not thought through but hastily announced ahead of the two by elections scheduled for April 7.

The fact that Indian candidates will be contesting the Bukit Selambau seat makes the intention of Najib and Barisan Nasional murkier.

The Indians did send a strongly-worded message to Prime Minister Abdullah Ahmad Badawi and the ruling coalition government at the last general election. The outcome of the polls was so devastating that it has forced Abdullah to throw in the towel next month due to pressure from his own party.
But Najib is inheriting a government that has been discriminating the Indians.

Therefore, Najib and Barisan Nasional has to be clear about one thing – it is no more about the ruling elite working a mojo on the Indian community. They are now demanding real answers and sustainable changes.

இந்தியச் சமூகத்தின் பிரச்னைகளும் சவால்களும்

இந்நாட்டு இந்தியர்களின் பிரச்னைகள் இமாலய அளவிலானது. மலேசிய வரலாற்றில் இந்தியர்களின் இரண்டாவது கட்டம் தொடங்கி 222 ஆண்டுகள் ஆகின்றன.  உரிமையற்ற உழைப்பாளிகளாக பிரிட்டீஷ் ஆட்சியில் வாழ்ந்தனர்.

கடந்த 51 ஆண்டுகளாக கடமைக்கு முழு உரிமையுள்ளவர்களாகவும் உரிமைக்கு சமஉரிமையற்றவர்களாகவும் வாழ்ந்து கொண்டிருக்கின்றனர்.

நவம்பர் 25, 2007 மலேசிய வரலாற்றில் நிரந்தரமாகிவிட்ட ஒரு நாள். அன்று பல்லாயிரக்கணக்கான இந்திய மலேசியர்கள் போலீஸ் மற்றும் நீதிமன்ற தடையுத்தரவுகளைமீறி, செல்லக்கூடாது என்ற இடத்திற்கு செல்வேன் என்றனர்; சென்றனர்.

மார்ச் 8, 2008 இன்னொரு மறக்க முடியாத நாள். இனவாதக் கட்சி அம்னோவின் தலைமையிலான பாரிசான் நாடாளுமன்றத்தில் மூன்றில் இரண்டு பங்கு பெரும்பான்மையை இழந்து, 5 மாநிலங்களில் ஆட்சியைப் பறிகொடுத்து, நின்ற நாள்.

அம்னோ கிட்டத்தட்ட அஞ்சடிக்கு அனுப்பப்பட்டத்தில் உரிமைக்கு சமஉரிமையற்ற இந்திய மலேசியர்களின் பங்கு அங்கீகரிக்கப்பட்டுள்ளது.

ஏகபோக இனவாத ஆட்சியில் மாற்றம் ஏற்பட்டு ஒன்பது மாதங்கள் ஆகிவிட்டன.

மாற்றத்திற்கு வழிவகுத்த, உரிமைக்கு சமஉரிமையற்ற இந்திய மலேசியர்களின் எதிர்பார்ப்புகள் என்னவாயின?

எதிர்பார்ப்புகள் என்னவாயின என்பதை அலசிப்பார்பதற்காக கிள்ளான் நாடாளுமன்ற உறுப்பினர் சார்ல்ஸ் சந்தியாகு ஒரு கலந்துரையாடலுக்கு ஏற்பாடு செய்திருந்தார்.

அந்த நாடாளுமன்ற வட்ட மேசை கலந்துரையாடல் இன்று காலை மணி 10.00 லிருந்து பிற்பகல் மணி 1.00 வரையில் மிக விருவிருப்பாக நடந்தேறியது.

சுமார் நாற்பது பேர்கள் கலந்து கொண்ட அக்கலந்துரையாடலில் நாடாளுமன்ற உறுப்பினர்கள் சோங் எங், மு. குலசேகரன், மனோகரன் மாரிமுத்து, ஆர். சிவராசா, சார்ல்ஸ் சந்தியாகு, சிலாங்கூர் மாநில ஆட்சிக்குழு உறுப்பினர் சேவியர் ஜெயக்குமார், ரகாங் சட்டமன்ற உறுப்பினர் ஆறுமுகம், மனித உரிமைகள் கழக ஆணையர்கள் சிவசுப்ரமணியம், டெனிசன் ஜெயசூரியா, சுபாங் ஜெயா நகர் மன்ற உறுப்பினர் கா. ஆறுமுகம், பெட்டாலிங் ஜெயா மாநகர் மன்ற உறுப்பினர் எஸ். ராமகிருஷ்ணன், ஷா ஆலம் நகர மன்ற உறுப்பினர் வேம்பரசன் மற்றும் இதர அமைப்புகளின் பிரதிநிதிகளும் பங்கேற்றனர்.

இந்தியர்களின் வேலை வாய்ப்புகள், கல்வி, பொருளாதாரம், தனித்து வாழும் தாய்மார்கள் போன்ற பல்வேறு பிரச்னைகள் விவாதிக்கப்பட்டன.

வேலை வாய்ப்புகள்

அரசுத்துறையில் இந்தியர்களுக்கான வேலை வாய்ப்புகள் மிகக் குறைந்து விட்டன. பேரா மாநில அரசுத்துறையில் இந்தியர்களின் எண்ணிக்கை 3.2 விழுக்க்காடாக இருக்கிறது என்று கூறிய மு. குலசேகரன் “இது ஒரு கவலைக்கிடமான விசயம்”, என்றார்.

1970களில் பேரா அரசுத்துறையில் 25 விழுக்காடு இந்தியர்கள் இருந்தனர். “இன்றைய நிலையைச் சரிப்படுத்துவதற்கு 25 முதல் 35 விழுக்காடு வாய்ப்புகளை இந்தியர்களுக்கு ஒதுக்குவதற்கு மக்கள் கூட்டணி மாநில அரசாங்கங்களின் ஆட்சிக்குழுக்கள் ஒரு கொள்கை முடிவை கொண்டு வரவேண்டும்”, என்று அவர் மேலும் கூறினார்.

அரசாங்கத்துறையில் சேர்வதற்கு அதிகமான மலாய்க்காரர்கள் விண்ணப்பங்கள் செய்வது இயல்பான ஒன்றே என்றார் மனித உரிமைகள் கழக ஆணையர் டெனிசன் ஜெயசூரியா.

ஆனால், “நாம் ஒன்றை உறுதி செய்துகொள்ள வேண்டும். ஒரு துறைக்கு யார் தலைவராக இருந்தாலும் சரி இந்தியர்களுக்கு உரிய வாய்ப்புகளை வழங்கும் வகையில் அதன் வழிமுறைகள் இருக்க வேண்டும்”, என்பதை டெனிசன் ஜெயசூரியா வலியுறுத்தினார்.

இந்தியர்களின் பிரச்னைகளை கவனிப்பதற்கு அமைச்சரவைக்குழு அமைக்கப்பட்டிருக்கிறது. அதற்குத் தனிச் செயலகம் இருக்க வேண்டும் என்றார் டெனிசன் ஜெயசூரியா.

சிலாங்கூர் மாநிலத்தில் ஆறு இலட்சம் இந்தியர்கள் இருக்கின்றனர். இவர்களில் 70 விழுக்காட்டினர் மாதம் ஒன்றுக்கு ரிம2,500 க்கும் குறைவாக வருமானம் ஈட்டுகின்றனர். இதற்கு விடிவு காண வேண்டும் என்றார் சேவியர்.

“அமைச்சரவைக்குழு வெறும் அறிக்கைகள் விடுவதோடு இருந்து விடக்கூடாது. பிரச்னைகளைக் கலைவதற்கான நடவடிக்கைளை செயல்படுத்த வேண்டும். அக்குழு வருடத்திற்கு இருமுறை கூடினால் போதாது, குறைந்தபட்சம் நான்கு முறையாவது கூட வேண்டும்”, என்று  சேவியர் ஜெயக்குமார் ஆலோசனை கூறினார்.

பாரிசானுக்கும் மக்கள் கூட்டணிக்கும் என்ன வித்தியாசம் என்று வினவினார் ஷா ஆலம் நகர் மன்ற உறுப்பினர் வேம்பரசன்.

“அவர்கள் (பாரிசான் ஆட்சியாளர்கள்) செய்ததைத்தான் நாமும் செய்கிறோம். மாநில ஆட்சிக்குழுவில் இந்தியர்களுக்கு ஒரு இடம்தான். இந்தநிலையில் மாற்றம் இருக்கக் கூடாதா?”, என்று கேட்டார் வேம்பரசன்.

மாநில ஆட்சிக்குழுவில் இந்தியருக்கு வழங்கப்படும் பொறுப்பும் முக்கியத்துவம் அற்றதாக இருப்பததையும் அவர் சுட்டிக்காட்டினார்.

நவம்பர் 25 எழுச்சி

இந்தியர்கள்மீது இப்போது கவனம் செலுத்தபடுவதற்கும் வேலை வாய்ப்புகள் பற்றி பேசப்படுவதற்கும் இந்தியர்களில் சிலருக்கு பதவி உயர்வுகள் கிடைத்திருப்பதற்கும் நவம்பர்25 நிகழ்வு ஒரு காரணம் என்று கூறலாம் ஒரு பிரதிநிதி கூறினார்.

“இப்போது மக்கள் உரிமைக் குரல் எழுப்புகிறார்கள். அவர்களுடைய அரசியல் உணர்வுகள்

நிரூபிக்கப்பட்டுள்ளது. இது வரவேற்கத்தக்கது”, என்றார் மனித உரிமைகள் கழக ஆணையர் சிவசுப்ரமணியம்.

இந்தியர்களின் பிரச்னைகள் குறித்து மற்ற இனத்தவர்களும் பேசுகின்றனர். பல நிலைகளிலுள்ள பலரும் இப்பிரச்னைகள் குறித்து கருத்து தெரிவிக்கின்றனர். “மலாய்க்காரர் மற்றும் சீன நாடாளுமன்ற உறுப்பினர்களும் இந்தியச் சமூகத்தின் உரிமைகளைத் தற்காத்து பேசுவது நல்லதோர் அறிகுறி”, என்று அவர் மேலும் கூறினார்.

தமிழ்ப்பள்ளிகள்

நாட்டிலுள்ள தமிழ்ப்பள்ளிகள் மேம்படுத்தப்பட வேண்டும். ஆனால், மக்கள் கூட்டணி மாநில அரசுகள் வழங்க முன்வந்துள்ள உதவிகள் ஏற்கப்படுவதில்லை. இது வேதனைக்குரியது.

பேரா மாநிலத்தில் 135 தமிழ்ப்பள்ளிகள் இருக்கின்றன. இப்பள்ளிகளுக்கு நிலமும் இதர வசதிகளும் வழங்க மாநில அரசு முன்வந்தது. ஆனால், சம்பந்தப்பட்டவர்கள் அவற்றில் ஈடுபாடு காட்டவில்லை என்று மு. குலசேகரன் கூறினார்.

இன்னொரு விசயத்தையும் அவர் சுட்டிக்காட்டினார். 40 தமிழ்ப்பள்ளிகளை மேம்படுத்துவதற்கு நடுவண் அரசு ரிம5.5 மில்லியனை ஒதுக்கியிருந்தது. அத்தொகை பயன்படுத்தப்படவில்லை. மீண்டும் நிதி ஒதுக்கப்படும்போது மேம்பாட்டு பணி மேற்கொள்ளப்படும் என்று தற்போதைய பொதுப்பணித்துறை அமைச்சர் அறிவித்துள்ளார். இதற்கு யார் பொறுப்பு என்று குலசேகரன் வினவினார்.

குலசேகரனின் கேள்விக்கு, “எரிபொருள் விலையேற்றத்தின் காரணமாக கட்டுமானப் பொருட்களின் விலை ஏற்றம் கண்டதால், ஒதுக்கப்பட்ட நிதியை கொண்டு குறைவான பள்ளிகளை மட்டுமே மேம்படுத்த முடியம். கூடுதல் செலவீனம் இப்பள்ளிகள் மேம்பாடு செய்யப்படுவதற்கு தடையாக இருந்தது. ஆகவே, புதிய டெண்டர்கள் கோருவதற்கு முடிவு செய்யப்பட்டது. இப்போது விலைவாசிகள் குறைந்துள்ளன”, என்று முன்னாள் அமைச்சர் ச. சாமிவேலுவின் சார்பில் மஇகா சமூக வியூக அறவாரியத்தின் இயக்குனர் மாணிக்கம் கிருஷ்ணன் விளக்கம் அளித்தார்.

சிலாங்கூர் மாநில அரசு சீன, தமிழ் மற்றும் சமயப்பள்ளிகளின் மேம்பாட்டிற்காக ரிம15 மில்லியன் வரையில் ஒதுக்கியிருக்கிறது. அதில் தமிழ்ப்பள்ளிகளுக்கு ரிம4 மில்லியன் ஒதுக்கப்பட்டுள்ளது. இது சம்பந்தமாக தலைமையாசிரியர்கள் மற்றும் பெற்றோர் ஆசிரியர் சங்கங்களுடன் நவம்பர் 25 இல் சந்திப்பு நடத்த ஏற்பாடு செய்யப்பட்டுள்ளது. அரசியல் காரணத்தால் இச்சந்திப்பில் பங்கேற்கக் கூடாது என்று மாநில கல்வி இலாகா உத்தரவிட்டுள்ளது என்று சேவியர்  ஜெயக்குமார் கூறினார்.

தமிழ்ப்பள்ளி மாணவர்களுக்கு தங்கும்விடுதிகள் கட்டுவதற்கும் திட்டம் உண்டு என்று அவர் மேலும் கூறினார்.

இந்தியர்கள் மட்டுமல்ல

நாட்டில் அரசியல் மாற்றங்கள் ஏற்பட்டுள்ளன. அதற்கு இந்தியர்கள் மட்டுமல்ல, சீன மற்றும் மலாய்க்காரர்களும்தான் காரணம் என்றார் வழக்குரைஞர் டேவிட் தாஸ்.

ஜசெக மலாய்க்கார வாக்காளர்களின் ஆதரவைப் பெற நீண்ட காலமாக முயன்று தோல்வி கண்டது. மக்கள் கூட்டணி என்ற அமைப்பின்வழி மாற்றம் காணப்பட்டுள்ளது.

தேசிய முன்னணி நாட்டிலிருந்து மறைந்து விடாது. மக்கள் முன்னணியின் வருகை நாட்டில் இரு கட்சி ஆட்சிக்கு வகை செய்யும் என்று டேவிட் தாஸ் மேலும் கூறினார்.

அரசமைப்புச் சட்டத்தில் பாகுபாடு

அரசமைப்புச் சட்டத்தில் பாகுபாடு புனிதப்படுத்தப்பட்டுள்ளது. அரசாங்கம் அமல்படுத்தும் அனைத்து பாகுபாடுகளுக்கும் அடித்தளமாக இருப்பது அரசமைப்புச் சட்டம்.

வேலை வாய்ப்பு, கல்விக் கொள்கை, பொருளாதாரக் கொள்கை ஆகியவற்றை அமல்படுத்துவதில் அரசாங்கம் கடைபிடிக்கும் பாகுபாடு அனைவரும் அறிந்ததே.

சட்டத்தின் மூலம் சீன மற்றும் தமிழ்மொழிப் பள்ளிகளை அழிக்க முடியாமல் போனதால், நிதி ஒதுக்கீட்டின்வழி அதனைச் சாதிக்க அரசாங்கம் முயன்று வருகிறது.

இப்போது சமுதாய ஒப்பந்தம் என்ற ஒன்றை முன்வைத்து அரசாங்கம் அமல்படுத்தி வரும் பாகுபாடுகளுக்கு நியாயம் கற்பிக்கப்படுகிறது.

அரசாங்கம் பின்பற்றி வரும் பாகுபாடுகளை அகற்றுவதற்கு அரசியல் தீர்வு காண வேண்டும்; அதற்கான அரசியல் திண்மையை உருவாக்க வேண்டும் என்று மலேசியாஇன்றுவின் ஆசிரியர் ஜீவி காத்தையா கூறினார்.

அதிகாரம் வேண்டும்

இன்று காணப்படும் பிரச்னைகளுக்கு தீர்வு காணப்பட வேண்டும் என்றால், அதற்கு ஒரே ஒரு வழிதான் உண்டு. அரசியல் அதிகாரம் நமக்குத் தேவை. மத்திய அரசாங்கம் நம் வசம் வரவேண்டும் என்று ரகாங் சட்டமன்ற உறுப்பினர் ஆறுமுகம் கூறினார்.

மாற்றங்களைக் காண முடிகிறது

மார்ச் 8 அரசியல் சுனாமியால் இந்தியர்களின் நிலையில் மாற்றங்களைக் காண முடிகிறது என்று பெட்டாலிங் ஜெயா மாநகர் மன்ற உறுப்பினர் எஸ். ராமகிருஷ்ணன் கூறினார்.

“இப்போது வெளிப்படைத்தன்மை அமலாக்கப்படுகிறது. பொதுப்பணிகள் மேம்பாடு கண்டுள்ளன. வலியுறுத்தப்பட்ட செயல் திட்டம் (Affirmative action) தேவைப்படுகிறது. நாம் தொடர்ந்து நமது உரிமைகளை வலியுறுத்த வேண்டும்”, என்றாரவர்.

பக்காத்தான் வரவால் மாற்றங்கள் ஏற்பட்டுள்ளன. சட்டமன்ற தலைவராக ஒருவர் நியமிக்கப்பட்டுள்ளார். ஊராட்சி மற்றும் நகர் மன்ற உறுப்பினர்களின் எண்ணிக்கையில் அதிகரிப்பு, கெரக்கான் மற்றும் பிபிபி கட்சிகளுக்கு சலுகைகள், இந்தியர்களின் விவகாரங்களுக்காக துணைப் பிரதமர் தலைமையில் அமைச்சரவைக்குழு ஆகியவை மாற்றங்களைக் காட்டுகின்றன என்று டெனிசன் ஜெயசூரியா கூறினார்.

பிறப்பு பத்திரங்கள்

இந்தியர்களைப் பாதிக்கும் பெரிய பிரச்னைகளில் முக்கியமானது பிறப்பு பத்திரம் மற்றும் அடையாள அட்டை இல்லாமை. இவை இரண்டும் இல்லாததால் நமது உரிமை கேள்விக்குறியாகிறது என்று மீபாவின் பிரதிநிதி கூறினார்.

இப்பிரச்னைக்கு விரைவில் தீர்வு காணப்பட வேண்டும் என்றாரவர்.

தொழிலில் ஈடுபட்டிருக்கும் இந்தியர்களுக்கு நிதி உதவிகள் வழங்கப்படுவதில் கூடுதல் அக்கறை காட்டப்பட வேண்டும். ஊராட்சி மன்ற குத்தகைகள் இந்தியர்களுக்குத் தரப்பட  வேண்டும் என்றும் அவர் கேட்டுக்கொண்டார்.

மேலும், பலர் இன விவகாரங்களைப் பற்றி பேசும்போது நாம் ஏன் பேசக் கூடாது என்று அவர் வினவினார்.

புள்ளிவிபரங்கள் பற்றாக்குறை

இந்தியர்களில் 80 விழுக்காட்டினர் நகர்புரங்களிலும் 20 விழுக்காட்டினர் கிராமப்புரங்களிலும் வாழ்கின்றனர். பெரும்பான்மையான இந்தியர்கள் 26 மாவட்டங்களில் வாழ்கின்றனர் என்ற புள்ளிவிபரங்களை வழங்கிய ஒரு பிரதிநிதி புள்ளிவிபரங்கள் போதிய அளவு இல்லை என்றார்.

கோயில்கள்

பினாங்கு மாநிலத்தில் மாநில துணை முதல்வர் பி. ராமசாமியின் அனுமதியின்றி எந்த ஒரு ஆலயமும் அகற்றப்படாது என்று புக்கிட் மெர்தாஜம் நாடாளுமன்ற உறுப்பினர் சோங் எங் கூறினார்.

சிலாங்கூர் மாநிலத்தில் மக்கள் கூட்டணி அரசு அமைக்கப்பட்ட காலத்திலிருந்து கோயில்களுக்கு நிலம் மற்றும் நிதி ஆகிய இரண்டு கோரிக்கைகள்தான் இந்தியர்களிடமிருந்து கிடைக்கப்பட்ட விண்ணப்பங்களில் மிக அதிகமானது என்று சேவியர் கூறினார்.

“ஆலயங்கள் அமைப்பது வழிபாட்டிற்காக இருக்க வேண்டுமேயன்றி பணம் சம்பாதிப்பதற்காக இருக்கக் கூடாது”, என்றாரவர்.

தனித்து வாழும் தாய்மார்கள்

தனித்து வாழும் தாய்மார்களின் வாழ்க்கை மிகச் சிரமமானது. அதிலும் தனித்து வாழும் இந்தியத் தாய்மார்களின் நிலமை மிகக் கடுமையானது என்றும் சோங் எங் வர்ணித்தார்.

சிலாங்கூரில் தனித்து வாழும் இந்தியத் தாய்மார்களின் எண்ணிக்கை மிக அதிகம். இன்னும் தகவல் சேகரிக்கப்பட்டு வருகிறது என்று சேவியர் தெரிவித்தார்.

சிறைச்சாலையில் இருக்கும் சிறுவர்கள், பிறப்புப் பத்திரம், அடையாள அட்டை இல்லாதவர்கள் மற்றும் தனித்து வாழும் தாய்மார்கள் ஆகியோரின் பிரச்னைகளுக்கு விரைவில பரிகாரம் காண வேண்டும் என்றார் எஸ். சந்திரசேகரன்.

நாடாளுமன்ற சிறப்புக்குழு

நாடாளுமன்ற வட்ட மேசை கலந்துரையாடலின் போது தெரிவிக்கப்பட்ட கருத்துகள், பிரச்னைகள் ஆகியவற்றை கவனித்து நடவடிக்கை எடுப்பதற்கு ஒரு நாடாளுமன்ற சிறப்புக்குழு அமைத்து ஆவன செய்யப்படும் என்று இக்கலந்துரையாடலின் ஏற்பாட்டாளர் சார்ல்ஸ் சந்தியாகு கூறினார்.

 

Quota for Indians in civil service doubled

KUALA LUMPUR: The cabinet had doubled the quota for Indians in the civil service from 3.5 per cent to seven per cent.

Human Resources Minister Datuk Dr S. Subramaniam said Prime Minister Datuk Seri Abdullah Ahmad Badawi had directed the Public Service Department to do so yesterday.

He said the prime minister had also given an assurance that applications would be approved based on job descriptions and merit.

He said Abdullah had commented on the issue after he (Subramaniam) raised the matter in the cabinet.

Subramaniam was speaking to reporters after closing the national tripartite conference on decent work at the Putra World Trade Centre.

Earlier in a press statement, he urged the Public Services Commission (PSC) to ensure a minimum intake of at least seven per cent of Indians in all job categories in the public service.

The MIC secretary-general said the party had been requesting for a higher quota for some time.

He did not see why the PSC could not increase the intake of Indians into the civil service as there were sufficient applicants to even meet the new quota.

“We will raise the matter from time to time to ensure that the target of seven per cent is met,” he said adding that the party had been monitoring the intake of Indians into the civil service.

Meanwhile, Pakatan Rakyat Indian elected representatives held a roundtable discussion with Indian-based non-governmental organisations and local councillors yesterday to ascertain if the Indian community’s circumstances had improved after the March 8 general election and the Nov 25 Hindraf rally.

Among topics discussed were the intake of Indians into the civil service and promotions possibilities, Tamil school issues, single mothers, stateless Indians and business opportunities for Indians.

While the general feeling was that the community had seen changes, many of those present asked for larger and more transparent changes.

Others hoped for policy changes and better implementation, especially in terms of civil service intake and the problem of stateless people.

Also present were, among others, Malaysian Human Rights commissioners Datuk N. Siva Subramaniam and Datuk Dr Denison Jayasooria and representatives from the Malaysian Indian Business Association, Group of Concerned Citizens and the Tamil Bell Club.

Klang member of Parliament Charles Santiago chaired the discussion.
