உலு மூடா வனப்பாதுகாப்புப் பகுதியில் மரங்களை வெட்டுவதற்கு பாஸ் தீர்மானிக்குமானால், அடுத்த தேர்தலில் அது கெடாவை இழந்து விடும் என்கிறார் கெராக்கான் உதவித் தலைவர் டாக்டர் எஸ். விஜயரத்னம். 

அந்த வனப்பகுதியில் மரம் வெட்டும் கெடா மந்திரி புசார் அசிசான் அப்துல் ரசாக்கின் திட்டத்தை “அபத்தமானது” என்று அவர் ஓர் அறிக்கையில் வருணித்திருந்தார்.

” அங்கு அவர் ஒரு மில்லியன் மரங்களை வெட்டுவாரானால், அது பாரிசான் நேசனலுக்குத்தான் நல்லதாக அமையும். அத்திட்டத்தினால் தண்ணீர் வறண்டு மக்கள் துன்பப்படுவார்களானால், அவர்களுக்குத் தெரியும் அடுத்து யாருக்கு வாக்களிப்பது என்று.”

கெடாவின் உலு மூடா பகுதி, வடக்கேயுள்ள மூன்று மாநிலங்களுக்கு நீர் விநியோகம் செய்யும் நீர்பிடிப்புப் பகுதியாகும்.

அங்கு வெட்டுமர நடவடிக்கைகள் மேற்கொள்ளப்பட்டால், ஐந்து மில்லியன் மக்களுக்கு கிடைக்கும் நீர் விநியோகம்  அற்றுப் போகும் என சூழியல் வல்லுனர்கள் எச்சரித்துள்ளனர்.

அங்கு வெட்டுமர நடவடிக்கை மேற்கொள்ளாதிருக்க கூட்டரசு அரசாங்கம் ரிம 100 மில்லியன் கொடுப்பதாக வாக்குறுதி அளித்திருக்கிறதென்று கடந்த வாரம் மந்திரி புசார் அசிசான் கூறினார்.

ஆனால் அங்கு மரங்களை வெட்டினால் அதன் மூலம் ரிம 16 பில்லியன் வருமானம் கிடைக்கும் என அவர் குறிப்பிட்டார். எனவே சுற்றுப்புறம் பற்றி அதிகம் கவலை கொள்ள வேண்டாம் என்றும் அவர் அத்திட்டத்தைக் குறைகூறுவோரைக் கேட்டுக்கொண்டார்.

“இறைவனின் கொடை”யாகிய வெட்டுமரத்தை வைத்து பணம் பண்ணப்போவதாக அசிசான் கூறியது பல சூழியலாளர்களை சினம் கொள்ள வைத்துள்ளது.

அவரது முடிவால் பினாங்குக்குக் கிடைக்கும் நீர் விநியோகம் வற்றிப் போகும் என அம்மாநில முதல் அமைச்சர் லிம் குவான் எங் கவலை தெரிவித்துள்ளார்.

அசிசானின் இம்முடிவுக்கு சுமார் 63 ஆயிரம் விவசாயிகள் எதிர்ப்புத் தெரிவித்தனர். பினாங்கில் செயல்பட்டு வரும் சகாபாட் ஆலாம் மலேசியா, மலேசியா இயற்கை பாதுகாப்புக் கழகத்தின் கெடா கிளை ஆகியவையும் அதற்கு எதிராக குரல் கொடுத்துள்ளன.

இவ்விசயத்தில் டாக்டர் கோ சு கூனும் பினாங்கு அரசுக்கு ஆதரவாக இருக்கிறார்.

2003-லும் 2004-லும் அப்போதைய கெடா அரசு பாதுகாக்கப்பட்ட வனப்பகுதியில் மரம் வெட்ட முனைந்தபோது தாம் அதை எதிர்த்ததாக அவர் கூறினார்.

“நீர்ப்பிடிப்புப் பகுதியை அப்படியே வைத்திருப்பது மிகவும் முக்கியம் என்பதை நான் வலியுறுத்தினேன். பினாங்குக்கும் கெடாவுக்கும் இப்போதைய தலைமுறைக்கு மட்டுமல்லாமல் இனி வரப்போக்கும் தலைமுறைக்கும் நீர்ப்பிடிப்புப் பகுதி இன்றியமையாதது என்பதை வலியுறுத்தினேன்.”

” பினாங்கின் இப்போதைய முதல் அமைச்சரான லிம், கெடா மந்திரி புசாரிடம் நம்பத்தக்க வகையில் விசயத்தை எடுத்துரைக்க வேண்டும்”, என்று கூறிய கோ, பக்காத்தான் தலைவர் அன்வார் இப்ராகிம் உதவியை நாடலாமே என்றும் கிண்டலாக கூறினார்.

ஆனால் அவரின் சகாவான டாக்டர் விஜயரத்னம் இப்படி நயமாகவெல்லாம் கூறவில்லை. அவர் நேரடியாக தாக்கிப் பேசினார். பக்காத்தான் தலைவர்களிடம் நிலவும் கருத்துவேறுபாடுகளை அவர் சுட்டிக்காட்டினார்.

” இவ்விசயத்தில் லிம், நாற்காலியில் சங்கடத்துடன் நெளிவதைக் காண வேடிக்கையாக உள்ளது. கெடாவில் மரங்களை வெட்டுவதால் பினாங்கின் நீர் விநியோகம் பாதிப்புறும். அத்துடன் அந்நடவடிக்கை, அவரது பக்காத்தான் சகா பின்விளைவுகளைப் பொருட்படுத்தாமல் நடந்து கொள்வதையும் காட்டுகிறது”, என்றாரவர்.

” பக்காத்தான் தலைவர்கள் கண்டுள்ள உடன்பாட்டைக் கேள்வி கேட்கும் வகையில் அசிசான், பக்காத்தானிலிருந்து விலகிச் செல்வதாக தெரிகிறது”, என்று விஜயரத்னம் கூறினார்.

கிள்ளான் நாடாளுமன்ற உறுப்பினரும், தண்ணீரைத் தனியார் மயப்படுத்துவதை எதிர்ப்பவருமான சார்ல்ஸ் சந்தியாகுவும் வெட்டுமர நடவடிக்கை மேற்கொள்வதைக் கண்டித்தார். அசிசான் தம் முடிவை மறுபரிசீலனை செய்ய வேண்டும் என்று அவர் கேட்டுக்கொண்டார்.

THE Coalition Against Water Privatisation (CAWP) coordinator Charles Santiago claims that Syabas is profiting from water disconnection.In a recent report, Syabas cut the supply to 237,655 households last year and collected RM8.2mil in reconnection charges.

From January to May 2008, the total disconnections were 54,033 units and the charges collected for reconnection were RM1.9mil in total.

This was in response to Santiago’s questions in Parliament on the number of units disconnected by Syabas and the revenue generated from disconnections in 2007 and the first five months in 2008.

However, Santiago, who is also Klang MP, said that the numbers did not tally and the amount should be higher, as the charges for disconnection and reconnection were RM50.

According to his sources, there were eight teams by Syabas to disconnect water supply and almost 400 units were disconnected per day and Syabas would probably make a profit of RM4.4mil a year.

Thus, Santiago is pushing for a performance audit, which should be transparent, to be carried out by NGOs and made available to the public.

“Transparency and accountability are the most important aspects (of the audit),” he stressed.

According to Syabas corporate affairs general manager Abdul Halim Mat Som, the actual cost of disconnection and reconnection is RM79.60, thus the remaining amount of RM29.60 is borne by Syabas.

“It is actually a loss for Syabas every time we disconnect the water supply,” he said.

He explained that the RM50 charge covered labour cost, overtime pay for the workers and transportation fees.

In response to complaints that not enough notice was given prior to disconnecting the water supply, he said that ample notice was given to consumers.

“Since last year, we do not send out the pink letter to those who have not paid their bills, instead we have a special stamp on the bill to remind them to pay before we disconnect their water supply.

“Please pay your bills and make life easier for everyone,” he urged.

A 50-year-old owner of a shoplot near Chow Kit, who only wanted to be identified as Steven, said that the RM50 charge (for reconnection of water supply) was too expensive and that reconnection was not prompt.

“I’ve always paid my water bills but I did not receive my bill (RM300) for April. I did not pay it as I forgot about it later.

“I only realised it this morning (June 25) when my water was disconnected at 10am and I went to pay my bill immediately.

“The water supply was only reconnected at 4pm. If they are prompt in disconnecting, then they should be prompt in reconnecting as well,” he said.

Steven added that the disconnection would be troublesome for families with children and senior citizens.

He said that he preferred the previous method of red bills as it was more effective than the warning stamped on bills and suggested that Syabas should alert customers through SMSes to pay up before disconnecting the water supply.

“What happens if the bill was issued when no one is at home and it is blown away? Syabas should give ample notice (before disconnecting the water supply) and adopt more modernised methods for customers to pay their bills such as the auto debit system or the convenience of paying through phone,” he suggested, adding that Syabas should be more customer-friendly.

PAS will lose Kedah in the next elections if they decide to log the Ulu Muda forest reserve, said Gerakan vice-president Dr S Vijayaratnam. MCPX In his statement, Vijayaratnam described Kedah Menteri Besar Azizan Abdul Razak’s plan to log the forest reserve as “preposterous”. “In fact, it will be good for the Barisan Nasional if he chops down one million trees, as it will boost our chances to recapture the state. When water supply is compromised due to this rash move, and the people suffer, they will know whom to vote for,” he said. The Ulu Muda forest reserve is a gazetted water catchment area that supplies water for irrigation, domestic and industrial use to three northern states.Environmentalists said that logging the forest reserve will come at the price of drying up water supply to about five million inhabitants. The forest reserve - which is the last remaining tract of forests in the state - is a crucial water catchment area for the Pedu, Muda and Ahning dams which supply drinking water to Kedah, Perlis and Penang. Last week, Azizan said the federal government has promised to give the state only RM100 million in compensation for clearing the forest reserve. The politician however claimed that the logging would provide RM16 billion in income to the state government and told his critics not to be too obsessed with caring for the environment. In remarks that have outraged many environmentalists, Azizan said he wanted to make money from timber, which is “a gift from God”. Various parties have criticised his decision including Penang Chief Minister Lim Guan Eng who fears this move would deplete Penang’s water supply. Squirming in his seat Meanwhile, some 63,000 padi farmers protested against Azizan’s plan while NGOs such as Penang-based Sahabat Alam Malaysia and the Kedah branch of the Malaysian Nature Society have voiced their objections. Vijayaratnam also pointed out the contradictions among Pakatan state leaders. “It is also amusing to note that Lim is squirming in his seat over the issue. Not only will ravaging trees in Kedah jeopardise water supply to Penang, it will expose the foolhardiness of his Pakatan partner. “But then again, Azizan now seems to be distancing himself from Pakatan, questioning the understanding reached by their leaders for common policy,” he said. Meanwhile, Klang MP and anti-water privatisation activist Charles Santiago slammed the logging project and hoped that Azizan would reconsider his decision. He listed several suggestions as to how the state government should broach the issue. This includes: Organise a roundtable discussion with forest authorities, environment department, water authorities, NGOs and paddy farmers. Employ experts to research how the logging will affect the water catchment, the surrounding dams, climate change and plantation activities. Conduct an Environmental Investigation Agency (EIA) to understand why the project was shelved by the previous government and to reveal the finding to the public. Promote green economy by introducing eco-tourism, develop padi plantations and explore research and development in this area. Former health minister Dr Chua Soi Lek has also tell the state government to get proper professional advice from the Malaysia Nature Society and World Wildlife Fund. He wrote in his blog that the two NGOs used to sit in his development of forest area committee in Johor and he found their advice invaluable. Chua pointed out that the Selangor state government should be communicating with their Kedah counterparts on environmental matters. “I’ve read a lot about the Pakatan Selangor state government criticising the previous state government for allowing development on hillside slopes in Selangor. “Maybe they are in communication (Selangor and Kedah) that I’m not aware off or their advice has fallen on deaf ears,” he said.

BER : PEMBALAKAN DI HUTAN SIMPANAN ULU MUDA

Merujuk kepada cadangan YAB pada 18 Jun 2008 bahawa Kerajaan Negeri Kedah akan memulihkan projek pembalakan di Hutan Simpanan Ulu Muda yang telah ditolak oleh kabinet pada tahun 2003, saya berpendapat bahawa :

1. Kawasan tadahan air adalah kepunyaan awam yang harus dikekalkan dan bukan untuk menjana wang seperti yang dilakukan oleh Barisan Nasional.

Hutan simpanan Ulu Muda di Kedah adalah kawasan tadahan air yang membekalkan sumber air kepada kawasan hilir untuk kegunaan pengairan dan kegiatan pembuatan. Tadahan air ini membekalkan air kepada sawah padi dan perumahan di negeri Kedah, Pulau Pinang dan Perlis dan industri pembuatan di Pulau Pinang dan Kedah. Air daripada kawasan tadahan menyumbang kepada kawasan Lembaga Kemajuan Pertanian Muda yang menghasilkan sekurang-kurangnya 45% beras tempatan, maka pembalakan akan memberi kesan kepada pendapatan dan kehidupan petani padi.

燃油价格骤涨导致国民需面对高通膨的生活环境。日常用品包括食物起价，文具起价，学生巴士公司也酝酿起价。在这之前，米、蔬菜、鱼和鸡已经起价。

人民的生活将越来越辛苦。七月份电费正式调涨，今年底雪兰莪水供公司也将提高水费37巴仙。这个调整将影响雪兰莪、布特拉再也和吉隆坡的水供使用者。

政府提供车主的625令吉现金津贴不足以克服高通膨的生活挑战，这项措施也没有照顾到没有交通工具者和使用交通工具者。因此，政府必须即刻建立一个惠及全民和全面的社会安全网（Social Safety Net）。

我建议政府可以采取以下措施：

1. 制定最低薪资法令，以满足工人的最低生活需求，这是消灭贫穷和克服通膨的最好方法。在东协国家之中，只有马来西亚和新加坡没有实行最低薪资法。

重新检讨第九大马计划中的691令吉 非食物贫穷线收入 (Non Food Poverty Line Income，第16章，页7)

2. 停止鼓励使用外劳的经济政策，所有就业机会应该优先考虑本地工人。这意味者马来西亚的经济模式必须从“劳力密集”转变成“知识密集”。

建议（1）与（2）必须同时与第九大马计划的两个中心概念同步实行：

1. 提升经济价值链
2. 提高知识与创意能力及培养“第一流思维”

实行上述中心概念需要强大的政治意愿，阿都拉政府必须停止朋党与裙带文化，取消社会经济政策中的种族元素，以绩效制度替代之。

3. “社会化”我国的天然资源。所有国会议员，无论朝野，有责任一起推动修改1974年石油发展法令第3条（2），使国油向国会负责。这个措施将确保国家燃油的管理透明及负责，监督机制可以减少滥用国家天然资源，确保国油的每一分钱都是用于惠利国家与人民，特别是我们的下一待

4. 与东协国家合作建立一个“石油与食物危机经济应对机制”，以稳定区域石油、食物与其它物品的价格。例如，与其根据世界市场价格，越南和泰国能以可负担价格售卖白米给马来西亚和菲律宾， 马来西亚也能以同样方式售卖石油给其它没有石油的东协国家。东协国家必须齐心合力对抗投机基金活动，这些投机基金是退休基金（Pension funds）、赫兹基金（Hedge funds,）、保险和投资银行金人（Goldman Sachs）与摩根史丹利Morgan Stanely

5. 重新检讨私营化政策。停止所有仍在进行谈判的私营化合约，重新检讨既有的私营化合约以提高人民福利及克服通货膨胀。例如，政府可以接管私营大道，取消60巴仙的收费站或者完全取消收费站。重新检讨水供合约和国能独立发电场合约，以降低收费和减轻人民生活负担。政府应该给予乐龄人士五千令吉以面对高昂的医疗服务费用。政府也必须停止政府医院的服务继续私营化，以避免加重人民负担。

6. 最后，我建议成立一个短期策略基金协助中小型企业业者渡过难关。在巴生国会选区，有许多小业主因为生产成本增加而不得不结束业务。

Menangani Inflasi – Membina Satu Jaringan Keselamatan Sosial Untuk Semua

Kenaikan harga minyak petrol dan diesel secara mendadak telah mengakibatkan rakyat Malaysia berhidup dalam suasana inflasi tinggi.

Barangan keperluan harian termasuk makanan naik harga, alat tulis naik harga, syarikat bas sekolah juga hendak naik caj perkhidmatan. Sebelum ini, harga beras, sayuran-sayuran, malah harga ikan dan ayam pun sudah naik.

Kehidupan rakyat akan semakin teruk dengan peningkatan tarif elektrik pada bulan Julai dan pada akhir tahun ini, Syarikat Bekalan Air Selangor (Syabas) akan menaikkan tarif sebanyak 37%, ia akan mengesan pengguna-penguna di Selangor, Putrajaya dan Kuala Lumpur.

 

Recommendations for the Mid-Term Review of 9th Malaysia Plan

I convened a Peoples Forum on 14th June, 2008 in Klang to discuss the above.

About 250 people participated in the event. There were about 10 experts including state and federal level legislators on various fields who provided expert advice on various issues. It was an effort to involve the people of Klang in discussing critical issues with the view of developing recommendations that be brought to parliament.

Therefore, this process was a consultative process with the people and voters in Klang so that their ideas, aspirations and perspectives are raised at the highest levels of law making.
