“இது  முன்னெப்போதும் நிகழ்ந்திராத ஒன்று.  1998இல் ரிபோர்மாசி இயக்கம் உச்சநிலையில் இருந்த போது கூட இராணுவம் பயன்படுத்தப்பட்டதில்லை என தேசிய வாக்காளர் நன்நெறிக்கழகப் பிரதிநிதி யுனுஸ் அலி கூறினார்.

“  இப்பொழுது அமைதியான(சூழல்) இருக்கிறது (1998 உடன் ஒப்பிடுகையில்). ஆகவே இராணுவ அணிகள் பயன்படுத்தப்படவேண்டிய தேவை என்ன?”

கோலாலம்பூரில் நடந்த பத்திரிகையாளர் மாநாட்டில் கலந்து கொண்ட அனைத்து அமைப்புக்களும், அந்த கூட்டுப்பயிற்சி நோக்கம் குறித்து  ஐயப்பாடுகளை  எழுப்பின.

இராணுவம்- போலிஸ் கூட்டுப்பயிற்சி மக்கள் மத்தியில் பயத்தை உருவாக்கி ஒரு அசாதாரண சூழ்நிலையை தோற்றுவிக்கும் என பலர் கூறுகிறார்கள்.

“அவர்கள் இந்த நடவடிக்கைக்கு இரண்டு ஆண்டுகளாகத் திட்டம் போட்டுக்கொண்டு இருக்கிறார்கள்.  ஆனால் ஏன் இப்போது இதனை செய்கின்றார்கள்? இதன் பின்னால் அரசியல் நோக்கம் ஏதும் இருக்கிறதா?”, என்று அவர் வினவினார்.

இது மே 13 1969 கலகத்திற்கு பின்னர், இராணுவத்தின் பக்கபலத்துடன் தேசிய நடவடிக்கை மன்றம் அமைந்தது போன்ற ஒரு நிலமை திரும்ப வருமா? என்று கேட்டதற்கு சிலாங்கூர் சகபாத் வனித்தா சங்கத்தின் சுகுணா பாப்பச்சன், 1970இல் இருந்தது போன்ற ஒரு சூழல் இப்போது இல்லை என்றார்.

“எதற்காக இப்படி ஒரு அச்சத்தை உருவாக்குகின்றார்கள்? ஊடகங்கள் இது பற்றி கேள்வி எழுப்ப வேண்டும்.”

போலீசும் இராணுவமும் கூட்டு பயிற்சி நடத்துவதாக இரண்டு நாட்களுக்கு முன்னர் போலீஸ் படைத்தலைவர் மூசா ஹசான் அறிக்கை வெளியிட்டிருப்பதை தொடர்ந்து இந்த செய்தியாளர் கூட்டம் கூட்டப்பட்டிருந்தது.

இராணுவம் மக்களுடன் செயற்படுவதற்கு பயிற்றுவிக்கப்படவில்லை  என யுனுஸ் அலி கூறினார்.

“அவர்கள் கண்ணீர்புகை மற்றும் நீர்ப்பீரங்கிகள் பயன்படுத்துவதற்கு பயிற்றுவிக்கப்படவில்லை.  அவர்கள் வரும் போது துப்பாக்கிகளுடன் தான்  வருவார்கள்”, என அவர் கூறினார்.

அதேவேளை, கிள்ளான் நாடாளுமன்ற உறுப்பினர் சார்ல்ஸ் சந்தியாகு தனிப்பட்ட ஒரு அறிக்கையில், அமைதி மற்றும் தேசிய பாதுகாப்பை நிலைநாட்டுவதில் இராணுவத்தையும் போலீசையும் கூட்டாக ஈடுபடுத்தும் முயற்சி  மலேசியர்களின் பேச்சு   உரிமையை மீறும் ஒரு செயலாகும்  என கூறியுள்ளார்.

ஞாயிற்றுக்கிழமை எண்ணெய் விலைக்கு எதிராக நடைபெற உள்ள பேரணியை கருத்தில் கொண்டுதான்  இவ்வாறு செய்யப்பட்டிருக்கிறது என்று நம்புவதாக அவர் கூறினார்.

” இராணுவம் மற்றும் போலீஸ் வன்முறையில் ஈடுபட்டால் அது  மக்கள் மத்தியில் மேலும் அதிருப்தியை தோற்றுவிக்கும்”, என்றார் அவர்.
அரசாங்கம் அமைதியான ஆர்ப்பாட்டங்களுக்கு அனுமதியளிக்க வேண்டும். மேலும் “அனைத்தும் கட்டுப்பாட்டில் உள்ளதென்று” பிரதமர் அப்துல்லா அகமட் படாவி கூறியிருக்கும் வேளையில் இராணுவத்தை பயன்படுத்துவது தேவையற்றது  என சந்தியாகு கூறினார்.

NO To Armed Forces On The Streets

The announcement by the police chief stating that the army and police would be jointly used to maintain peace and national security violates the rights of Malaysians to freedom of expression.

The IGP Tan Sri Musa Hassan’s statement also smacks of an effort to create panic in the country and conjures images of a nation in crisis.

I also believe this sudden decision is a result of the anti-fuel hike rally planned for Sunday, the 6th of July. The organizers have said that hundreds of thousands of people would attend the peaceful protest. Any violence on the part of the police and military would only lead to more dissatisfaction among the people.

The government should allow for peaceful demonstrations as opposed to using thinly-veiled threats of arrests to prevent people from taking to the streets to air their grievances with the BN leadership.

Furthermore the need to use the army to ensure national security is unwarranted for as Prime Minister Abdullah Ahmad Badawi has said that “everything is under control”.

I therefore strongly recommend that the armed forces do not interfere in the rights of Malaysians to freely assembly in the country. Stationing them on the streets is a travesty of democracy and would have serious implications on our political system.

新闻文告:向军队驻守街道说不

全国总警长表示军队与警察将联手维持和平和国内安全，这已经侵犯大马国民自由表达意见的权利。

全国总警长丹斯里慕沙哈山的言论也制造国内恐慌和国家陷入危机的印象。

我相信这个突然的决定是为了应付7月6日（星期天）当天举办的抗议燃油涨价大集会。举办单位声言会有数十万计人民出席这场和平示威。警方和军方参与的任何暴力镇压将导致人民更加不满。

政府应该允许人民走上街头和平示威，表达人民对国阵政府的强烈不满，而非以微薄的理由警告公众勿参与集会，否则将被逮捕。

况且，需要调遣军队维持国内安全的理由并不充分，首相阿都拉已经硕果：“所有事件仍受控制”。

因此我强烈建议军队不该干涉国民在国内行使集会自由的权利。让军人驻守街道将使民主价值尽丧和严重影响我国的政治制度。

KENYATAAN MEDIA : MEMBANTAH CAMPUR TANGAN ANGKATAN TENTERA DALAM DEMONSTRASI

Kenyataan Ketua Polis Negara bahawa angkatan tentera akan bersama polis menjaga keamanan dan keselamatan negara telah mengancam hak kebebasan bersuara warganegara.

Kenyataan Ketua Polis Negara Tan Sri Musa Hassan juga mencipta ketakutan dalam Negara dan menonjolkan imej negara dalam keadaan krisis.

Saya juga percaya keputusan tiba-tiba ini adalah untuk menangani perhimpunan besar-besaran membantah kenaikan harga minyak pada 6hb Julai (Ahad). Pihak penganjur telah kata beratus-ratus ribu rakyat akan menyertai perhimpunan aman ini. Apa jua tindakan keganasan oleh pihak polis dan angkatan tentera hanya akan mengakibatkan rasa tidak puas hati di kalangan rakyat bertambah.

Saya menggesa Kerajaan persekutuan membenarkan demonstrasi aman, supaya rakyat boleh menyuarakan rasa tidak puas hati terhadap kepimpinan Barisan Nasional. Kerajaan tidak harus menakutkan rakyat dengan penangkapan berdasarkan alasan yang begitu lemah.

Lagipun, keperluan mengguna angkatan tentera untuk menjamin keselamatan Negara adalah tidak munasabah kerana Perdana Menteri Abdullah Badawi sudah berkata :”semua di bawah kawalan”.

Maka saya mencadangkan angkatan tentera tidak campur tangan dalam hak kebebasan berhimpunan warganegara Malaysia. Penempahan angkatan tentera di jalanraya akan membawa kerosakan yang besar terhadap demokrasi dan memberi kesan yang serius kepada sistem politik kita.

Title translation : Syabas profiting from reconnection fees

我接到许多市民的投诉，雪兰莪水供公司将屋子断水后重新供水（reconnection）的费用太高—五十令吉。

本月我在国会询问雪兰莪水供公司断水和重新供水的收入，能源、水务及通讯部给予的答案是2007年雪兰莪水供公司切断了237,655个单位的水供，重新供水的总收入是八百廿万令吉。2008年一月至五月，切断54,033个单位的水供，重新供水的总收入是一百九十万令吉。

能源、水务及通讯部提供的数据是互相矛盾的，如果是237,655个单位，以五十令吉计算，总收入应该是约一千一百九十万令吉，而非八百廿万令吉。

根据我手上的可靠消息，雪兰莪水供公司共有八组工作队负责切断水供，他们每天大约切断四百单位的水供，所以该公司估计每年可获利四百四十万令吉。

根据能源、水务及通讯部的回答，断水和重新供水的真正成本是79令吉60仙，由于只鸠收五十令吉，雪兰莪水供公司必须承担剩余的29令吉60仙。

因为这些数据有所出入，我将推动一项绩效审计（Performance Audit），以透明的方式和由非政府组织推行，查实这些数据然后公诸于众。透明与负责是审计最重要的准绳。

获取净水是人权，水供公司不能纯粹考量其商业利益，使人们无水可用。雪兰莪水供公司断水的做法使人民的生活陷入了困境，尤其是燃油津贴取消后，百货价格高涨的今天。政府有必要监督水供公司断水的行动，调查切断水供对人民生活带来的灾难性后果与制定条例严格限制断水行动，以及减低五十令吉的重新供水收费。

大马政府必须紧记自己是联合国人权理事会成员，该理事会曾在2007年通过一份《关于公平获取安全和卫生水供的人权义务报告》，报告重申联合国自1977年以降的立场–获取水供是人权，说明水的价格必须是可承担的，尤其对穷人而言。报告内的一句说中了重点：

“（水的）人权框架不表示人们将免费获得净水，但是要强调，不应该因为无法缴费，而被剥夺获取水供。”

Kerajaan amat prihatin kepada keperluan prasarana pendidikan di sekolah-sekolah bantuan termasuklah SJKT. Sehubungan itu, Kerajaan telah menyediakan peruntukan sebanyak RM40 juta untuk projek ubah suai naik taraf (USNT) sekolah bantuan SJKT di seluruh negara. Peruntukan ini disalurkan melalui Kementerian Kewangan sebanyak RM30 juta dan Kementerian Pelajaran (KPM) sebanyak RM10 juta.

Bagi projek di bawah KPM, sebahagiannya telah siap dilaksanakan dan sebahagian lagi dalam peringkat pelaksanaan. Projek-projek di bawah peruntukan Kementerian Kewangan yang melibatkan pembinaan bilik-bilik darjah dan kantin akan diiklankan pada bulan Julai 2008.

அந்த வனப்பகுதியில் மரம் வெட்டும் கெடா மந்திரி புசார் அசிசான் அப்துல் ரசாக்கின் திட்டத்தை “அபத்தமானது” என்று அவர் ஓர் அறிக்கையில் வருணித்திருந்தார்.

” அங்கு அவர் ஒரு மில்லியன் மரங்களை வெட்டுவாரானால், அது பாரிசான் நேசனலுக்குத்தான் நல்லதாக அமையும். அத்திட்டத்தினால் தண்ணீர் வறண்டு மக்கள் துன்பப்படுவார்களானால், அவர்களுக்குத் தெரியும் அடுத்து யாருக்கு வாக்களிப்பது என்று.”

கெடாவின் உலு மூடா பகுதி, வடக்கேயுள்ள மூன்று மாநிலங்களுக்கு நீர் விநியோகம் செய்யும் நீர்பிடிப்புப் பகுதியாகும்.

அங்கு வெட்டுமர நடவடிக்கைகள் மேற்கொள்ளப்பட்டால், ஐந்து மில்லியன் மக்களுக்கு கிடைக்கும் நீர் விநியோகம்  அற்றுப் போகும் என சூழியல் வல்லுனர்கள் எச்சரித்துள்ளனர்.

அங்கு வெட்டுமர நடவடிக்கை மேற்கொள்ளாதிருக்க கூட்டரசு அரசாங்கம் ரிம 100 மில்லியன் கொடுப்பதாக வாக்குறுதி அளித்திருக்கிறதென்று கடந்த வாரம் மந்திரி புசார் அசிசான் கூறினார்.

ஆனால் அங்கு மரங்களை வெட்டினால் அதன் மூலம் ரிம 16 பில்லியன் வருமானம் கிடைக்கும் என அவர் குறிப்பிட்டார். எனவே சுற்றுப்புறம் பற்றி அதிகம் கவலை கொள்ள வேண்டாம் என்றும் அவர் அத்திட்டத்தைக் குறைகூறுவோரைக் கேட்டுக்கொண்டார்.

“இறைவனின் கொடை”யாகிய வெட்டுமரத்தை வைத்து பணம் பண்ணப்போவதாக அசிசான் கூறியது பல சூழியலாளர்களை சினம் கொள்ள வைத்துள்ளது.

அவரது முடிவால் பினாங்குக்குக் கிடைக்கும் நீர் விநியோகம் வற்றிப் போகும் என அம்மாநில முதல் அமைச்சர் லிம் குவான் எங் கவலை தெரிவித்துள்ளார்.

அசிசானின் இம்முடிவுக்கு சுமார் 63 ஆயிரம் விவசாயிகள் எதிர்ப்புத் தெரிவித்தனர். பினாங்கில் செயல்பட்டு வரும் சகாபாட் ஆலாம் மலேசியா, மலேசியா இயற்கை பாதுகாப்புக் கழகத்தின் கெடா கிளை ஆகியவையும் அதற்கு எதிராக குரல் கொடுத்துள்ளன.

இவ்விசயத்தில் டாக்டர் கோ சு கூனும் பினாங்கு அரசுக்கு ஆதரவாக இருக்கிறார்.

2003-லும் 2004-லும் அப்போதைய கெடா அரசு பாதுகாக்கப்பட்ட வனப்பகுதியில் மரம் வெட்ட முனைந்தபோது தாம் அதை எதிர்த்ததாக அவர் கூறினார்.

“நீர்ப்பிடிப்புப் பகுதியை அப்படியே வைத்திருப்பது மிகவும் முக்கியம் என்பதை நான் வலியுறுத்தினேன். பினாங்குக்கும் கெடாவுக்கும் இப்போதைய தலைமுறைக்கு மட்டுமல்லாமல் இனி வரப்போக்கும் தலைமுறைக்கும் நீர்ப்பிடிப்புப் பகுதி இன்றியமையாதது என்பதை வலியுறுத்தினேன்.”

” பினாங்கின் இப்போதைய முதல் அமைச்சரான லிம், கெடா மந்திரி புசாரிடம் நம்பத்தக்க வகையில் விசயத்தை எடுத்துரைக்க வேண்டும்”, என்று கூறிய கோ, பக்காத்தான் தலைவர் அன்வார் இப்ராகிம் உதவியை நாடலாமே என்றும் கிண்டலாக கூறினார்.

ஆனால் அவரின் சகாவான டாக்டர் விஜயரத்னம் இப்படி நயமாகவெல்லாம் கூறவில்லை. அவர் நேரடியாக தாக்கிப் பேசினார். பக்காத்தான் தலைவர்களிடம் நிலவும் கருத்துவேறுபாடுகளை அவர் சுட்டிக்காட்டினார்.

” இவ்விசயத்தில் லிம், நாற்காலியில் சங்கடத்துடன் நெளிவதைக் காண வேடிக்கையாக உள்ளது. கெடாவில் மரங்களை வெட்டுவதால் பினாங்கின் நீர் விநியோகம் பாதிப்புறும். அத்துடன் அந்நடவடிக்கை, அவரது பக்காத்தான் சகா பின்விளைவுகளைப் பொருட்படுத்தாமல் நடந்து கொள்வதையும் காட்டுகிறது”, என்றாரவர்.

” பக்காத்தான் தலைவர்கள் கண்டுள்ள உடன்பாட்டைக் கேள்வி கேட்கும் வகையில் அசிசான், பக்காத்தானிலிருந்து விலகிச் செல்வதாக தெரிகிறது”, என்று விஜயரத்னம் கூறினார்.

கிள்ளான் நாடாளுமன்ற உறுப்பினரும், தண்ணீரைத் தனியார் மயப்படுத்துவதை எதிர்ப்பவருமான சார்ல்ஸ் சந்தியாகுவும் வெட்டுமர நடவடிக்கை மேற்கொள்வதைக் கண்டித்தார். அசிசான் தம் முடிவை மறுபரிசீலனை செய்ய வேண்டும் என்று அவர் கேட்டுக்கொண்டார்.

MP: Syabas profiting from reconnection fees

THE Coalition Against Water Privatisation (CAWP) coordinator Charles Santiago claims that Syabas is profiting from water disconnection.In a recent report, Syabas cut the supply to 237,655 households last year and collected RM8.2mil in reconnection charges.

From January to May 2008, the total disconnections were 54,033 units and the charges collected for reconnection were RM1.9mil in total.

This was in response to Santiago’s questions in Parliament on the number of units disconnected by Syabas and the revenue generated from disconnections in 2007 and the first five months in 2008.

However, Santiago, who is also Klang MP, said that the numbers did not tally and the amount should be higher, as the charges for disconnection and reconnection were RM50.

According to his sources, there were eight teams by Syabas to disconnect water supply and almost 400 units were disconnected per day and Syabas would probably make a profit of RM4.4mil a year.

Thus, Santiago is pushing for a performance audit, which should be transparent, to be carried out by NGOs and made available to the public.

“Transparency and accountability are the most important aspects (of the audit),” he stressed.

According to Syabas corporate affairs general manager Abdul Halim Mat Som, the actual cost of disconnection and reconnection is RM79.60, thus the remaining amount of RM29.60 is borne by Syabas.

“It is actually a loss for Syabas every time we disconnect the water supply,” he said.

He explained that the RM50 charge covered labour cost, overtime pay for the workers and transportation fees.

In response to complaints that not enough notice was given prior to disconnecting the water supply, he said that ample notice was given to consumers.

“Since last year, we do not send out the pink letter to those who have not paid their bills, instead we have a special stamp on the bill to remind them to pay before we disconnect their water supply.

“Please pay your bills and make life easier for everyone,” he urged.

A 50-year-old owner of a shoplot near Chow Kit, who only wanted to be identified as Steven, said that the RM50 charge (for reconnection of water supply) was too expensive and that reconnection was not prompt.

“I’ve always paid my water bills but I did not receive my bill (RM300) for April. I did not pay it as I forgot about it later.

“I only realised it this morning (June 25) when my water was disconnected at 10am and I went to pay my bill immediately.

“The water supply was only reconnected at 4pm. If they are prompt in disconnecting, then they should be prompt in reconnecting as well,” he said.

Steven added that the disconnection would be troublesome for families with children and senior citizens.

He said that he preferred the previous method of red bills as it was more effective than the warning stamped on bills and suggested that Syabas should alert customers through SMSes to pay up before disconnecting the water supply.

“What happens if the bill was issued when no one is at home and it is blown away? Syabas should give ample notice (before disconnecting the water supply) and adopt more modernised methods for customers to pay their bills such as the auto debit system or the convenience of paying through phone,” he suggested, adding that Syabas should be more customer-friendly.
